There is no set rule that a tie should only be worn with a suit or jacket. In fact, pulling off a tie with a casual outfit, is a definite sartorial plus!
Remember, being fashionable is all about expressing your individuality through how you dress up and how comfortably you carry yourself in your outfit.
I would however like to give you a few tips on how to generally pull off this casually formal look.
If you’re going to wear chinos, jeans (cotton or denim pants), etc; then I suggest the following:
a) Your tie should be a more subtle sheen fabric such as wool, cotton or a blend of natural fabrics. I would avoid wearing a 100% silk tie or any fabric which has too much sheen/shine since those are considered formal ties and go well with suits and woolen trousers, blazers and vests.
b) Unless you’re on the heavier side, your tie should not be too wide. If you’re lean: I would stick with 1.5 to 2 inches wide tie.
c) I would definitely recommend a nice tie clip. Again, not to shiny, just keep it as subtle as possible to complete the outfit.
